Plan your preparation
Age is only one requirement. If you decide to appear, MOCC offers structured preparation, practice tests and free resources.
Rules last reviewed by MOCC on 7 October 2026. Each rule is marked Official when it comes from an official document MOCC could read, or Reported when it comes from news coverage and still needs checking against the notification.
CSS age limit
The Central Superior Services (CSS) examination is conducted by the Federal Public Service Commission. For the CSS 2027 examination (CE-2027), the FPSC notice dated 2 August 2026 counts age on 31 December 2026. The general age limit is 21 to 30 years on that date. The CSS Competitive Examination Rules, 2019 allow two more years, up to 32, for the categories listed in Rule 6, such as candidates domiciled in Azad Jammu and Kashmir or Gilgit-Baltistan and some other categories that need the matching certificate.
In September 2026 the federal government reportedly kept the 30-year limit and three attempts unchanged. Government servants are reportedly allowed the extra two years only with two years of continuous service and departmental permission, so this calculator asks you about your service instead of assuming it.
PMS Punjab age limit
The Punjab Management Service (PMS) examination is run by the Punjab Public Service Commission (PPSC). The general upper age limit is 30 years. News outlets including The Nation, Dawn and Pakistan Observer reported in August and October 2026 that Punjab raised the upper limit to 32 years, with four attempts instead of three, for PMS examinations held in 2026 and 2027.
The same reports describe a separate limit of up to 35 years for Punjab Government employees with four years of regular service. MOCC has not been able to read the Services and General Administration Department notification itself, so these figures are marked as reported. Always check the PPSC advertisement.

How age is calculated
The calculator counts completed years, months and days between your date of birth and the cut-off date, using the calendar. It does not divide a number of days by 365, which gives wrong answers around leap years. Counting forward from the 31st of a month, a shorter month ends on its last day. People born on 29 February are treated as having their birthday on 28 February in years without a 29 February.
A limit of 30 years is applied to completed years, so a candidate who is 30 years, 11 months and 30 days old on the cut-off date counts as 30. This is a convention that MOCC has not been able to confirm from the official documents, so check how your advertisement words the limit.
What is a cut-off date?
A cut-off date is the date on which your age is measured for an examination. It can be the closing date for applications or a separate date printed in the notice. For CSS 2027 it is 31 December 2026. For PMS Punjab it is reportedly 1 January of the examination year. Your age today does not decide anything on its own: the only age that counts is the one you have on the cut-off date.
Age relaxation
An age relaxation adds years to the general limit for a defined group or period. For CSS, the Rule 6 categories get two extra years. For PMS Punjab, the reported one-time relaxation raises the limit to 32 for examinations held in 2026 and 2027, and it is not a permanent change. The calculator shows the limit it applied, and the table under your result shows how the same date of birth fares in the other categories.
Government employee age relaxation
Government servants may get a higher age limit in some examinations, but it depends on conditions such as years of continuous service, the type of employer, domicile and permission from the department. Because those conditions differ for every commission, this calculator asks a YES or NO question about qualifying service whenever you choose a government category. It never applies the higher limit automatically, and it marks the rule as reported until it is checked against the notification.
Latest eligible date of birth
The latest eligible date of birth tool answers a simple question: who can still apply? Each result shows the earliest date of birth that stays within the limit for the cut-off date and category you chose. For CSS 2027 with the general limit of 30 years, anyone born on or after 1 January 1996 is within the limit on 31 December 2026. If you are over the limit, the result also shows by exactly how many years, months and days you are over it.
CSS vs PMS: age rules compared
| Point | CSS (FPSC) | PMS Punjab (PPSC) |
|---|---|---|
| Cut-off date | 31 December 2026 for CE-2027 (official notice) | 1 January of the examination year (reported) |
| General limit | 21 to 30 years (official) | 30 years (reported) |
| Relaxation | 32 years for Rule 6 categories (official) | 32 years for 2026 and 2027 only (reported) |
| Government employees | 32 years with 2 years of service and permission (reported) | 35 years with 4 years of regular service (reported) |
| Attempts | 3 (reported) | 3 normally, 4 for 2026 and 2027 (reported) |
CSS is a federal examination and PMS Punjab is a provincial one, so their rules are decided separately. Candidates who are over one limit may still be inside the other, which is why the calculator lets you switch exam and check again without re-entering your date of birth.
Other provinces
The calculator also covers PMS Khyber Pakhtunkhwa and PMS Sindh. KPPSC reportedly allowed a one-time limit of 35 years for examinations held in 2025 and 2026, but a cut-off date could not be confirmed, so you enter the date from the advertisement. SPSC's CCE-2026 advertisement reportedly counts age on 1 September 2026, with up to 35 years for qualifying Sindh domiciled government employees. PMS Balochistan is not published here until its rules are verified.
Rules can change
Age limits, relaxations, cut-off dates and attempts are set by the government and the commissions, and they can change between advertisements, sometimes at short notice. MOCC records the rules in a dated configuration so that they can be updated quickly, but the official notification always prevails. Frequently asked questions
What is the CSS age limit?
For the CSS 2027 examination (CE-2027), the FPSC notice counts age on 31 December 2026. The general limit is 21 to 30 years, and the CSS Rules allow up to 32 years for the categories listed in Rule 6. Always read the current FPSC notice before applying.
What is the PMS Punjab age limit?
The general limit is 30 years. News outlets reported in August 2026 that Punjab raised the upper limit to 32 years, with 4 attempts, for PMS examinations held in 2026 and 2027. MOCC could not obtain the notification text itself, so check the current PPSC advertisement.
Which date does PMS Punjab use to count age?
Age is reportedly counted on 1 January of the examination year, so this calculator uses 1 January 2026 and 1 January 2027 for PMS Punjab. If your advertisement prints a different date, choose 'Another cut-off date' and enter it.
What is a cut-off date?
It is the date on which your age is measured for an advertisement. It can be the closing date or a separate date printed in the notice. Being under the limit today does not matter if you are over it on the cut-off date, and the reverse is also true.
How does this calculator count age?
It counts completed years by the calendar, not by dividing days by 365. With a limit of 30, a candidate who is 30 years, 11 months and 30 days old on the cut-off date is counted as 30. Confirm how your advertisement words the limit.
What is the latest eligible date of birth?
It is the earliest date of birth that is still within the age limit on the cut-off date. Anyone born on or after that date is within the maximum age. The calculator shows it for the exam and category you choose.
Do government employees get extra age relaxation?
Some examinations reportedly allow it, usually with a minimum period of continuous service and department permission. The conditions differ for each commission, so the calculator asks about qualifying service and never applies the relaxation automatically.
Does this calculator guarantee that I am eligible?
No. It checks age only, using the rules MOCC has recorded. Education, domicile, nationality, attempts and other conditions must also be met, and the commission's own decision is final.
Is my date of birth saved?
No. The calculation runs in your browser. Your date of birth is not sent to MOCC and is not stored.
Why is PMS Balochistan not included?
MOCC will add an exam only where reliable official rules could be confirmed. PMS Balochistan is being verified and is not published yet.
