CSS & PMS Essay Centre: Writing Guidance & Topics
Structure, outline-building and topic guidance for the CSS/PMS English Essay paper — editorial judgment, clearly labeled, never presented as leaked or guaranteed topics.
Welcome to the MOCC CSS/PMS Essay Centre — guidance and topic ideas for the compulsory English Essay paper, built around real, verified 2026 current affairs rather than generic or invented predictions. Nothing on this page is an official topic list; every suggestion here is MOCC's own assessment, clearly labeled, and you should always prepare broadly rather than relying on any single source's guesses.
Start here: your essay preparation path
- Know the paper. For CSS, the FPSC syllabus lists English (Essay) as a compulsory 100-mark paper of 3 hours, with candidates required to write one or more essays in English from a wide choice of topics and no MCQs (FPSC syllabus for CE 2016 and onwards). For PMS, PPSC's press release for the Combined Competitive Examination expected in 2027 lists English Essay as a subjective 100-mark paper, with a detailed essay syllabus still awaited (see our PMS page). Always confirm the current rules on the official FPSC and PPSC websites.
- Learn the method. Read the English essay writing guide: analysing the topic, thesis, outline, introduction, body, coherence, conclusion and revision.
- See an argument built. Study the five worked essay outlines with thesis statements, counterarguments and evidence tips. They are MOCC teaching examples, not predicted questions.
- Choose practice topics. Use the topic lists on this page. They are practice themes, not forecasts of any examination paper.
- Collect accurate facts. Check the Current Affairs Centre, Important Articles Centre and Digital Library, and verify every fact and date before you use it.
- Write, then review. Write a timed essay from your own outline, then review it against the self-review checklist in the essay guide.
- Work on the second English paper. Précis, comprehension, grammar and translation have their own guide and practice exercises with answers.

Potential Topics (Evergreen CSS/PMS Themes)
These broad categories recur across CSS/PMS essay papers year after year. They are not tied to any single 2026 event, but strong general preparation on each is essential.
Dedicated background articles for these evergreen themes are planned but not yet published -- rather than publish thin outlines, MOCC will build each from properly researched content.
How to Use This Centre
Read the essay-writing guide first, then use the High-Relevance topics above as case studies you can cite with specific, verified facts and dates -- examiners consistently reward essays that use accurate, current examples over vague generalities. Practice building outlines for both the High-Relevance and Potential topics, since a broad essay paper can draw on either.
